New rules from the China National Tourism Administration prohibit guides from steering their clients to illegal or immoral activities, such as gambling or drugs.
Guides are also prohibited from forcing clients to shop at businesses during a tour, or to charge extra money against a client’s wishes, through intimidation, restricting a person’s freedom or using physical force. Those who violate the rules will have their licenses revoked(吊销), and income generated through such misbehavior will be confiscated. In addition, violators will be fined between 2,000 and 20,000 yuan($300 to $3,000).
The administration said the quality of tour guides and the services they provide are key to the way the industry is perceived in China and abroad. Through the rules, which will take effect on Jan. 1st, the administration hopes to ensure healthy development of the domestic tourism market.
Mr. Wang, a professor of tourism administration at Beijing International Studies University, said the new rules act as a supplement to existing tourism law. “They elaborate tour guides’ responsibilities and will be very helpful for the national tourism administration in strengthening its governance of this group of professionals,” Wang said.
The 2001 regulations listed some prohibited behaviors, and guides who were found in violation would have points taken away from their annual scores. In 2015 and 2016, many media reports appeared about misbehaving tour guides at popular destinations. Guide services start with 10 points each year. Points are required to maintain a license, so if all 10 are lost, the guide service is shut down.
The new rules describe situations beyond what were in the 2001 regulations, and cover circumstances in which a tour guide would be in violation and punishments are laid out in detail, noting that some of the examples reflect situations that have been reported domestically in recent years. Forced shopping, verbal abuse of clients and even abandoning clients half way through a tour were among the misdeeds.

The Food and Drug Administration is, again, threatening to impose(征税) milk and meat from cloned animals on a public that opposes the technology and its products.
Respected polls report that more than 60% of Americans think animal cloning is immoral, and that most people said they wouldn’t knowingly eat the products even if the FDA approved them. But because the FDA would allow cloned meat and milk to be sold without identifying labels, consumers wouldn’t be able to avoid them. The FDA has consistently tilted toward those who want cloned milk and meat in our food. Agency officials have repeatedly asserted that science shows cloned milk and meat are safe for humans. But the FDA has never published the complete scientific studies it says support that claim.
The argument that cloning is safe for animals is unconvincing. Cloned meat and milk offer no public economic benefits. Having cloned cows produce more milk wouldn’t reduce milk prices. US farmers produce more milk than we drink, and the government is required to buy the surplus. Since 2000, dairy support programs have cost taxpayers more than $ 5 billion.
Most important, this first decision to advance animal biotechnology raises ethical issues beyond the FDA’s expertise(专家意见). Techniques used to clone animals will advance the ability to clone humans-and create animals with human genes. Neither the agency nor animal scientists are qualified to tell us whether and when it is ethically acceptable for humans to alter the essential nature of animals. We need a national discussion, including ethicists and religious leaders, to consider the wisdom of cloned and transgenic animals. Given the risk of unintended consequences, we should proceed cautiously. The president should halt further FDA action on cloning and set in motion(运作) a process for beginning this broader discussion.
1. The author’s attitude towards cloning is __________.
A. standing in the middle B. opposed C. approving D. supportive
3. In US many people buy cloned foods __________.
A. to support the new technique
B. because FDA approved them
C. because they cannot tell which is cloned food
D. because they cannot read the labels.
3. From the text we know that cloning technique ___________.
A. developed well enough to clone human beings
B. may cause unintended bad results to human beings
C. will bring more unexpected economic benefits
D. is supported by ethicists and religious leaders
4. What’s the best title of this passage?
A.Public Is Against Cloned Food B.Benefits of Cloned Food
C.Cloned Food Is Illegal D.Technique in Cloned Food

Mark was a great kid from a tough neighborhood. Crime, drugs, fighting and poverty: You name the problem and his neighborhood had it. A scholarship fund provided his tuition to Catholic High, where he was a great baseball player.
Mark struggled in the classroom, though. He was bright, just behind, due to a more than difficult home environment. But there were problems finding the time for all he needed to do. After-school tutoring seemed impossible because of baseball practice. Some suggested Mark abandon sports and concentrate on “schooling”. But, in reality, if he was going to attend college he would need his sports; so to miss practice and then perform any less than at his best on the field was not wise.
A fellow teacher, Mrs. Jones, offered to tutor Mark in math at her home. I asked Mark to come to my house for other areas of work. No one paid us. Mrs. Jones summed it up this way: “Pay day doesn’t always come on Mondays”.
When we were not working with Mark to improve his skills for the ACT, the coach and Mark’s dad took him to various colleges to talk with both baseball and football program coaches. He settled on the college that offered him scholarships to play both sports. But he needed a good ACT score.
It takes months to receive the results of college entrance exams. One afternoon after school, while I was grading papers in my room, there was a noise outside the door.
Mark came in, lifted me out of the seat behind my desk, spun me around in the air, and yelled over and over: “I’m going to college! I’m going to college!”
“I guess you got your scores!” I asked.
“Well, yeah!” he laughed. “And guess what? I got one point more than I need to be admitted. One point extra. Thank you! Now, where’s Mrs. Jones? I’ve got to tell her too!”
Until that moment, I had never quite understood what the expression “Pay day doesn’t always come on Mondays” meant. But it was clear to me the instant Mark ran into the room to announce his news. No amount of money could ever replace my spin in the air at the hands of a boy who finally had a chance at a better life.
1.Mark had difficulty in learning mainly because ________.
A. he spent most of his spare time practicing baseball.
B. his family couldn’t afford any tutoring for him.
C. his parent didn’t care about his study.
D. he was constantly involved in the crimes in his neighborhood.
2.According to the article, which of the following is false?
A. The teachers offered to tutor Mark free of charge.
B. Theft was a problem in Mark’s neighborhood.
C. Mark owed his success in passing ACT to his teachers.
D. Mark went to college mainly due to his good ACT score.
3.The underlined word “settled on” in the fourth paragraph probably means _____.
A. was accepted by B. reached a final decision about
C. paid a visit to D. became familiar with
4.What is the best title for this passage?
